Insurers in a cooperative organization that rate and prepare new policy forms following state insurance department guidelines and regulations. Loss experience per line of business in specific geographical areas is collected and used to make rates suggestions to the rating bureau member companies, which can choose to use rates or file their own deviated rates. The deviated rates may require approval and/or filing by the state's insurance department depending on the state.
